Avoiding the scenario of a large number of freshmen needing to either petition to take PHY122 with a grade less than C-, retake it next spring and be behind, or take it over the summer, very likely resulting in more students on academic probation and/or feeling that they have to switch out of their HSEAS major in order to graduate "on time".
